Star Trek: Why is Q So Obsessed With Captain Picard?

Every Star Trekcaptain has a nemesis: an enemy of the Federation who manages to press their buttons like no one else. For Kirk, that's famously Khan Noonien Singh. For Sisko, it's the Dominion. For Jean-Luc Picard, meanwhile, it has to be Q, even though the pair's relationship is less outwardly antagonistic and harder to define. This is especially true because it's never explained on-screen in The Next Generation why Q makes such a habit of messing with Picard's life.
