There are many things that I would do to my graphics card—undervolt it, treasure it, sing it lullabies—but I probably wouldn't slap a gigantic heatsink on it just to eliminate the fan. Don't get me wrong, passive cooling is nice, but I'm glad I don't have to DIY it myself, creating the monstrosity I've just seen over on Chinese video platform Bilibili (check the top comment).

The mod, re-posted by FanlessTech and reported by Videocardz, is slapped on top of an RTX 4060 GPU, and according to Google's machine translation you can message the Bilibili user for the schematic if you so wish.

Judging by a photo of the parts sitting on some scales, the heatsink weighs 2.56 kg (5.64 lbs), which makes sense considering it absolutely dwarfs the RTX 4060 PCB it's fitted to.

You're not looking at your usual GPU heatsink here, as these are some ginormous riveted fins that are very spread apart. The DIYer has the Frankenstein card socketed into a dinky little motherboard next to some RAM and another fanless cooler for the CPU. It makes quite the peculiar scene.

If there were ever a relatively recent GPU to give the fanless treatment, it would be the RTX 4060. It has just a 115 W TDP. The RTX 5060, for context, has a TDP of 145 W, and the RTX 5090 (just for funsies) has a TDP of 575 W.

You'll want a low TDP for a fanless design because, as good as they can be, they won't be as good as active cooling at keeping temps low. They also won't save you much power, as it only takes a handful of watts to power some GPU fans. They will, however, be quieter, and that's the reason you'd go for it.

I'm just not sure that's worth the whopping space trade-off, here. Still, a cool project.
