These are used to open the Reliquary Vault, a special Atlas map that leads to a golden chest containing a random piece of Unique equipment. You can find the Reliquary Vault just northeast of the Ziggurat Refuge on the Atlas map, and you can go there as many times as you'd like as long as you have a Twilight Reliquary Key in PoE 2.
