7 City Builders With Ridiculous Creative Freedom

Creative freedom is obviously a huge part of why city builders are so easy to sink time into. Give me an empty stretch of land and enough tools to start messing around with it, and there's a pretty good chance I'm going to lose track of time before I've even figured out what the city is supposed to look like. That's kind of the appeal, though. The best city builders give players a general idea of what they're trying to accomplish, but they don't necessarily tell them exactly how they're supposed to get there.
