The M4A1 assault rifle in Ghost Recon: Wildlands can be found in a weapons case in a hunting lodge in Flor de Oro. You can get this gun as soon as you finish the mission where you rescue Amaru, or at any other point in the game as long as you have a helicopter. The M4A1 is more or less a direct upgrade to the P416 in GR Wildlands — it has better stats across the board, making it better suited for fighting tougher enemies in and out of stealth.
